Position Summary:
Reports to the warden. Directly supervises the academic instructor, vocational instructor, Life Skills Instructor, Project RIO specialist, librarian, library clerk and programs clerk. Responsible for the management of the programs department in compliance with Management & Training Corporation (MTC) and Texas Department of Criminal Justice (TDCJ) directives.
Essential Functions:
Plan, coordinate and manage the administrative and programmatic activities of the department.
Provide staff training, evaluate staff performance and implement organization and personnel changes as approved by the manager, programs and coordinated with the manager, human resources prior to implementation.
Develop departmental budget; monitor and control expenditures. Review and recommend changes to budget authorizations.
Develop and implement new and revised policies and procedures affecting education. Coordinate with other departments to ensure compliance with overall facility objectives.
Cooperate with and serve as a liaison to facility staff.
Direct the preparation of reports required by specific requests, rules, regulations, policies and procedures.
Conduct reviews/audits of all assigned functions on a regular basis to ensure contractual compliance delivery of quality services to inmates and appropriate appearance and cleanliness of area.
Supervise the development and implementation of programs for the department. Ensure effective administration, adherence to curricula requirements and effective team approach between academic and vocational training components.
Plan and manage work assignments and schedule of activities. Monitor class loads and instructor assignments to meet inmate educational needs.
Monitor the maintenance and cleaning of education building and equipment.
Counsel inmates regarding personal growth and development, education goals and transition plans.
Monitor operation of library.
Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.
Maintain accountability of staff, inmates and property; adhere to safety practices.
It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
Requirements
Education and Experience Requirements:
Master’s degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) with a strong emphasis on educational administration and supervision is required. Must hold a State Board for Educator Certification (SBEC) Mid-Management/Administrator/Principal Certificate, 5-Year Temporary Principal Certificate, or be eligible for the 5-Year Temporary Principal Certificate. Must complete a Principal assessment approved by the SBEC. Three years full-time, wage earning successful classroom teacher experience required. Valid driver’s license in the State of Texas with an acceptable driving record required, unless waived by management.
Post Hire Requirements:
Written documentation of completion of all activities applied toward continuing professional education (CPE) requirements shall be maintained by each educator.
By the date renewal is required, the educator shall verify through an affidavit in a manner determined by the Texas Education Agency (TEA) staff whether he or she is in compliance with renewal requirements, including CPE. (Rule 232.880) Required documentation must be available for review at anytime.
Must successfully complete annual in-service training requirements and pass an annual background check, both of which must be approved by Texas Department of Criminal Justice.
