Meet Our Staff

MTC corporate management team has:

  • Experience working with many jurisdictions (Federal Bureau of Prisons, Bureau of Indian Affairs, Immigration and Customs Enforcement, United States Marshals Service, and over 25 states, counties, and parishes), bringing a broad spectrum of healthcare backgrounds.
  • Over 100 years of combined experience providing direct patient care and/or administrative management in correctional, hospital, and emergency room environments.
  • Regular, direct communication with on-site staff and 24-hour availability.

The corporate management team’s experience and dedication guarantees outstanding service to the on-site staff and clients.

Jean Brock
Senior Director, Medical Operations

Jean has served in the healthcare industry for more than 30 years. She began her career in the U.S. Army in social services and healthcare after earning a bachelor of arts from Carnegie Mellon University. From there, Jean worked her way at Physicians Network Association where she was named senior vice president having oversight of more than 450 healthcare professionals. She then became president of Northeast Pre-Release Center overseeing medical, dental, and mental healthcare of offenders at nine jails in the Southern United States.


Daniel Keaton, MD.
Corporate Medical Director

Dr. Keaton has a wealth of knowledge and experience in healthcare and has authored and co-authored numerous articles in the professional healthcare industry. He attended Northern Kentucky University and Ross University School of Medicine where he earned his medical degree. He has held various positions in healthcare including as a psychiatrist and chief medical officer. Dr. Keaton is certified with numerous healthcare organizations, and has provided health services to offenders in corrections.


Christopher Lamb
Director, Medical Operations

Chris began his career in corrections as a health service administrator working for the Bureau of Prisons nearly 20 years ago. He later went on to become a regional health services administrator where he was responsible for an entire healthcare system within a large region. Chris then went on to serve as deputy warden at two federal prisons before coming to MTC.


Troy Dial
Director, Medical Operations

Troy earned his bachelor’s degree in political science from the University of Utah and master’s degree in public administration from Brigham Young University. He worked as the project manager for a leading healthcare company overseeing the Hillsborough County Sheriff’s Office (Florida) 4,200 bed, multi-site medical contract. He was later key in helping the Salt Lake County Sheriff’s Office (Utah) restructure and develop its business plan for a full-service healthcare unit. Prior to joining MTC, Troy was president of Perkins Capital Consulting where he researched and developed a business plan for a skilled nursing facility.


Mary Bambrick
Director, Clinical Programs

After earning nursing and health services administration degrees from Weber State College, Mary enrolled in the Marines where she launched her career. Following service in the military, she began working as a nurse at Utah hospitals including the University of Utah where she became nurse manager and quality improvement specialist. Mary has more than 30 of experience in healthcare.


Cristi Davis
Director of Audits and Accreditation

Cristi is a certified correctional health professional, certified correctional nurse manager, and brings more than 20 years of healthcare experience to MTC Medical. After earning a bachelor’s of science in nursing from Texas Tech University, Cristi began her career University Medical Center as a nurse. She later went on to serve numerous leadership positions in healthcare including vice president of nursing and vice president of compliance and education for Physicians Network Association.
