New Idaho prison warden named as opening draws near

Construction is continuing, on schedule and on budget, at the new 432-bed, minimum security substance abuse treatment facility south of Boise. Ground was broken on the Idaho Department of Corrections’ prison in July 2008. The new Correctional Alternative Placement Program (CAPP) facility is scheduled to begin accepting inmates this May. The site will be operated by Utah-based Management & Training Corporation (MTC).

In preparation for the opening, MTC has named Brian Finn the facility’s first warden. Finn is a 14-year corrections veteran. He spent most of that time employed by the Nebraska Department of Correctional Services. Most recently Finn has worked as a corrections director at the MTC national headquarters in Centerville, Utah.

“I am very excited to accept this position,” Finn said. “This is a beautiful, state-of-the-art facility which will have many rehabilitative programs in place to help offenders turn their lives around. It is an honor to be a part of this start-up.”

The five-year operations base contract, with a five-year option, has a total value of approximately $10 million annually. MTC will employ about 90 people at the CAPP facility, including: teachers, drug and alcohol treatment counselors, security personnel, management and other support positions.

“MTC is very pleased to see construction nearly completed on this project,” said the company’s Corrections Sr. Vice President, Odie Washington. “MTC has nearly 30 years experience in helping people through educational opportunities and treatment programs. We look forward to demonstrating our expertise by assisting those in need at this new facility in our neighboring state.”

The correctional facility will provide comprehensive residential substance abuse and cognitive behavioral programming to three offender populations: reentry offenders, offenders under court jurisdiction and offenders under the jurisdiction of the Commission for Pardons and Parole.
