Idaho Governor speaks at Idaho CAPP facility ribbon cutting

Construction on the new 432-bed, minimum security substance abuse treatment facility south of Boise began in July 2008. Less than two years later, a ribbon cutting ceremony was held at the site last month, and inmates have begun arriving. By mid-October more than 400 inmates are expected to be at the facility, enrolled in rehabilitative programming.

Idaho Governor C.L.”Butch” Otter, Department of Correction Director Brent Reinke and Management & Training Corporation (MTC) Sr. Corrections Vice President Odie Washington were among the guest speakers at the ribbon cutting on June 22, 2010. MTC has been contracted to operate the Correctional Alternative Placement Program (CAPP) facility.

“It was a pleasure to show off this high quality, state of the art facility to the community,” said Warden Brian Finn. “But more importantly, now we look forward to serving the inmate population by providing them with the counseling and rehabilitation they need to return to being productive members of society.”

The five-year operations base contract, with a five-year option, has a total value of approximately $10 million annually. MTC employs about 90 people at the CAPP facility, including: teachers, drug and alcohol treatment counselors, security personnel, management and other support positions.

“MTC is very pleased to start serving Idaho inmates,” said Corrections Sr. VP Washington. “Management & Training Corporation has nearly 30 years experience in helping people through educational opportunities and treatment programs. We look forward to demonstrating our expertise by assisting those in need at this new facility.”

The CAPP facility will provide comprehensive residential substance abuse and cognitive behavioral programming to three offender populations: reentry offenders, offenders under court jurisdiction and offenders under the jurisdiction of the Commission for Pardons and Parole.
