Mongolia
Millennium Challenge Corporation (MMC), awarded a Blanket Purchase Agreement, Order #2 Call Order to the Creative Associates International team in September of 2007. MTC is a partner on the team and assisted with the vocational consultancy in Mongolia. The MCC compact project involves the upgrading of the railway system between Mongolia and Russia. One element of the project is a total reform of the vocational system which will contribute to a more skilled workforce.

In November / December of 2007, MTC provided consultants to Ulaanbataar, Mongolia to evaluate the current governance structure and vocational training programs in Mongolia. Again, in 2008, MTC continued the evaluation in Mongolia to review the proposed project implementation design, system development, status of the new law governing the Mongolian vocational training system and evaluation of current vocational programs in country. The visit included a meeting with multiple donors to review contributions and impacts and design of a collaborative effort. MTC was also asked to design a labor market analysis and public / private partnership model and returned to Mongolia in Oct. / Nov. 2008..

MTC was instrumental in providing "due diligence" for the project design and work plan leading to the start of the compact project in September, 2008.

China
In March of 2008, MTC subcontracted with AECOM International to provide consultation on the Small Cities and Towns Development Demonstration project in three provinces in China. Funded through the Asian Development Bank (ADB), the project included a 6 month long contract to analyze the proposed provincial development. Feasibility studies for the total relocation and development in three specific cities and historical sites were reviewed. One of the provinces included the moving of their schools to a more environmentally and economically sound location. in addition the town proposed to build a new Workforce Training Center. MTC provided consultancy on the educational piece of the project.

In April / May of 2008, an MTC consultant visited the proposed sites for 3 pre-schools, one Jr. High and the new Vocational Workforce Training Center in China.

MTC assisted in the review and refinement of the plan, leading to approval by ADB. This was the first time that an ADB Small Cities and Towns Development project included an educational component. This will serve as a model for future projects.
