The Offender Telephone System (OTS) allows eligible inmates to make paid telephone calls to friends and family on their Personal Allowed Number (PAN) list. The telephones are only to be used during the times specified by unit staff. Each phone call is limited to 15 minutes. A warning message will be played one minute before being disconnected. Calls may only be made to home landline telephone numbers or cell phones. No calls are allowed to internet services, 800 numbers, businesses, or pay phones. No 3-way calling is permitted. Any violation of the telephone rules may result in telephone privileges being suspended. All calls, except to the Attorney of Record, are subject to monitoring and recording. Family and friends that would like to setup a prepaid account or obtain a refund for remaining funds can do so by calling ICSolutions at 888-506-8407.

Telephone calls can be placed in the following manner:

Prepaid Collect Calls
This option is available for DWI, SAFPF, and ISF Offenders. The owner of the telephone number establishes an account in which to deposit money to pay for the offender’s calls. The account only funds the number it is setup for (unable to call multiple phone numbers with one account).

Debit Calls
This option is only available for ISF Offenders. Debit calls can be made if money is available on their trust fund account. To add money to an offender’s trust fund account, a money order will have to be mailed to the facility’s Finance Department. This is the only type of call that allows international calls.
